Pleco 2 Reader can handle many types of source files. For text files, you change the Source (at the top of the open screen) to “Text File”, and you set the Text Encoding to match your encoding selection (UTF-8, Unicode Big Endian (BE), or Unicode Little Endian (LE). Note that Wenlin just says “Unicode (recommended/international)” for Unicode (BE). The image below is from a Palm device, but a Windows Mobile screen will be very similar.
