For text files, you change the Source (at the top of the open screen) to “Text File”, and you set the Text Encoding to match your encoding selection (UTF-8, Unicode Big Endian (BE), or Unicode Little Endian (LE).  Note that Wenlin just says “Unicode (recommended/international)” for Unicode (BE). The image below is from a Palm device, but a Windows Mobile screen will be very similar.</description>
